On the 3rd October 1945 a ceremony took place in front of City Hall when the following resolution was presented to the Colonel of the Royal Norfolk Regiment: We, the Lord Mayor, Aldermen and Citizens of the City of Norwich being desirous of marking the affection in which the Citizens of Norwich hold the Royal Norfolk Regiment and their admiration of the gallantry which it has displayed in the cause of King and Country over nearly three centuries. And further being desirous of placing on record the fact that members of your regiment have already won in this present war four awards of the Victoria Cross, besides numerous other awards for gallantry and devoted service to our beloved King and Country. And being also desirous of recognising and fostering the intimate association between the Citizens and the County Regiment in which so many citizens have served and are now serving do hereby confer upon your Regiment the privilege, honour and distinction of marching through our said City on all ceremonial occasions with bayonets fixed, colours flying and bands playing. As witness our corporate seal this sixth day of March, one thousand nine hundred and forty-five.
